It seems that nowadays criminal behavior is justified because "it's the price we pay" to live in a city like Shakopee. That doesn't mean we need to tolerate it. 

Criminal behavior must not be given leniency in Shakopee. 

Stricter punishments for violent crimes and repeat offenders is how we will deter criminal activity. 

It is also equally important for the Shakopee Police Department and Scott County Sheriff's Office, alongside the City Council and citizens' groups, to share resources and strategize effective methods to deter criminal behavior.
